PROJECT DESCRIPTION
The 78MW Hiep Thanh Wind Power Plant Project was approved by the Ministry of Industry and Trade to supplement the planning on December 4, 2015 in Decision No. 13309/QD-BC, including 2 locations V1-5 and V1-6 on the offshore wind power planning map of Tra Vinh province; invested by Ecotech Tra Vinh Renewable Energy Joint Stock Company
The location of the project is in Ap Bao, Hiep Thanh commune, Duyen Hai town, Tra VinH province.
The total land use area of the project is about 530ha, of which the sea surface area is 496.90 ha and the land use area is about 33.1 ha. The land area is reserved for the construction of 110kV substation (TBA) and connection lines, roads, operation house…
With a total design capacity of 78MW, the project uses 18 wind turbine integrating compact stations inside each turbine. The total investment capital of the project is 4,206 billion VND
The project is one of the first offshore wind power projects to be built in Tra Vinh province with an average annual production of clean wind power of 294,440GWh/year, which is transmitted to the national grid through Substation and 110kV transmission line (TL).
Through the production and supply of clean electric energy, the project contributes to reducing Vietnam's dependence on imported fossil fuels and harms the environment, thereby reducing 123,500 tons of CO2 emissions per year.
In addition to the environmental benefits, the development of the project will also provide employment opportunities and promote tourism, contributing to supporting local economic development. Along with that, through activities within the framework of implementing responsibility to the community, the project also aims to support the sustainable development of residential communities in the project implementation area.
We are committed to on-schedule project construction, with international quality standard, environment, health and safety protection as well as support for the development of local community.
Main items of the project:
· Construction and installation of 18 wind turbine with a total capacity of about 78MW integrating compact stations inside each turbine.
· New construction of 35kV/110kV substation with capacity of 63MVA + 63MVA.
· Building a 35kV cable system connecting generating sets (wind turbines) and connecting to Hiep Thanh 35/110kV transformer station.
· Construction of ACSR 2x240 dual-circuit overhead line with a length of about 13.63km, from Hiep Thanh 110kV substation to Cau Ngang 110kV substation.
· Construction of roads and items to support construction and operation.
· Building an operation management house.
· Building housing areas for staff, security guards, fences…
The plan for development and construction of Hiep Thanh Wind Power Plant from August 2018 to September 2021, specifically as follows:
· 03/2021: Completion of legal procedures & project implementation documents.
· 04/2021: Deploying construction and equipment installation.
· 03-06/2021: Completed the first turbine tower foundation.
· 04-07/2021: Completed the first wind turbine.
· 06/2021: Completing the transmission line
· 06-07/2021: Completing the underground cable route
· 06/2021: Completing the substation basic construction & technical installation.
· 07/2021: Receive electricity from EVN
· 07-08/2021: EVN conducts operational testing for wind towers
· 09/2021: Commercial operation
Progress of completing the project and putting it into use/operation: September 2021 after the completion of acceptance test and commercial operation.

I. Initial development stage
· Collect and analyse wind data

· Feasibility Study (FS), Environmental Impact Assessment and Basic Design.

LAND USE PLAN - LAND ACQUISITION PROCESS
· Permanent affected land area: 31.396 m2
· Temporarily affected land area use for construction: about 13.400m2
· Affected area under the TL right of way (ROW): 195.608 m2
Land Acquisition
Compensation and land acquisition procedures are carried out in accordance with the current laws and regulations of Vietnam as well as reference to international practices to provide the best compensation plan.
The project has considered appropriate technical design options to avoid or minimize the cases of permanent land acquisition and resettlement, while balancing financial, social, environmental costs. markets and interests, with special attention to impacts on the poor and vulnerable groups.
The project pays attention to minimizing adverse economic and social impacts associated with land acquisition, site clearance or land use limitation to the extent appropriate, by:
· Ensure compensation for land and assets on land.
· Ensure implementation of land acquisition and resettlement based on discussion, consultation and participation of affected people and stakeholders.
The project will establish a consistent grievance mechanism as soon as possible, and make it widely available, allowing affected people to raise recommendations on compensation, resettlement in a timely manner, and treated properly and effectively
