Previously, in August 2018, Tra Vinh Provincial People's Committee approved the policy for 3 investors to implement the 78 MW Hiep Thanh Wind Power Plant Project in the province with a total investment of nearly 4.000 billion VND, in which the investor's contributed capital accounts for 20%, the rest is borrowed capital from CIO Investment Fund (Climate Investment One - Netherlands) and Samtan International - Korea

The Hiep Thanh Wind Power Plant project is built on a total area of 2,747 hectares in the coastal alluvial land of Hiep Thanh commune, Duyen Hai town (Tra Vinh province), with a design capacity of 78 MW, with 18 wind turbines.

Investors implementing the project include Ecotech Vietnam Renewable Energy Joint Stock Company (headquartered in Trung Kinh, Cau Giay, Hanoi); Janakuasa Pte LTD (Singapore) and Mr. Lam Minh, Ba Dinh district, Hanoi

Investors have established Ecotech Tra Vinh Renewable Energy Joint Stock Company to implement the project. The duration of the project is 49 years

Expressing deep gratitude to the Ministry of Industry and Trade, Tra Vinh Provincial People's Committee, Vietnam Electricity and relevant agencies for actively supporting the project during the recent project development phase, Mr. Ti Chee Liang Chairman and General Director of Janakuasa Vietnam Limited stated that the Ministry of Industry and Trade and Vietnam Electricity had quickly approved the basic design in June 2019 and soon signed a power purchase agreement. Tra Vinh province had also actively supported for quick land acquisition and compensation, the investors had received “clean-land” for the main factory and substation area.

Setting the goal of being the first wind power investor to put an offshore wind power project into operation in Tra Vinh province, Mr. Ti Chee Liang pledged that, as planned, the first wind turbines will be operate in 2021 and project complete in mid-2021. Nevertheless, Ecotech Tra Vinh with experienced management board is aiming to complete commercial operation significantly earlier than the timeline in order to fully enjoy the wind power purchase price according to the current regulation, which is 9.8 $cent/kWh for offshore project and 8.5 $cent/kWh for onshore project.
